Responsible for vendor relationships with E*TRADE technology – ensuring that E*TRADE maximizes value and capabilities with technology service providers. The purpose of the role will be to serve as the single point-of-contact for technology vendors /service providers and work closely with the vendors as well as E*TRADE Procurement, Third Party Office (TPO) and Finance to ensure that we have clear strategy, goals, governance, metrics and the mechanisms to evaluate overall vendor selection and performance with a balanced scorecard. This includes but is not limited to hardware, software, telecommunications and labor outsourcing vendors across the technology division. The role will also ensure that the technology group has the appropriate governance, policies,controls, MIS/reporting mechanisms and guidelines for vendors – including on-boarding, benchmarking, contract renewals, invoicing and termination. This position reports directly to the head of technology business management,and has a high level of visibility to the technology leadership team as well as senior leadership in Procurement, TPO and Finance. This is a hand’s on role and the person will be expected to take a proactive approach to designing and driving an improved model for vendor oversight.

This position can sit in any of the following locations: Jersey City, NJ Alpharetta, GA Arlington, VA Chicago, IL or Menlo Park, CA.

Responsibilities include but are not limited to the following:

* Responsible for developing and implementing an overall first line governance model for vendor relationships – including engagement model, contracts, evaluation/benchmarking, financial oversight, performance measurement and issue resolution

* Review all SLA’s and ensure we have controls and processes in place to evaluate and assess performance

* Develop a full working knowledge and data set of all vendor contracts – proactively manage relationships and ensure a timely and robust review of renewals

* Work closely with tech divisions to ensure alignment and consistency across vendor management

* Implement and execute a vendor strategy for outsourced labor with a balanced scorecard for performance evaluation

* Develop MIS that enables data based decision making across technology vendors

* Accountability for the technology division’s compliance with the E*TRADE vendor governance policies.

* Represents Technology for vendor related issues including TPO requirements.

* Works closely with the Procurement in commercial negotiations and contracting.

* Works closely with tech divisional Engagement Owners to oversee and monitor vendor performances against SLAs, KPIs, and other conditions. This includes the coordination of quarterly vendor business reviews.

* Leads remediation program to strengthen all aspects of vendor management across the division. Serves as the vendor governance subject matter expert in regulatory responses and internal audits/exams for the division as necessary.

* Manage the end-to-end statement of work (SOW), purchase order (PO), and invoice processing across the technology division.

* Provides budget and business approval to outsource activities to vendors for the division. Works closely with divisional stakeholders to identify and track vendor savings. Authorizes termination of vendors for the division as needed.

* Monitors and tracks resource utilization for outsourced contractors and measures the quality of their work and deliverables for the division.

* Reviews technology and data services business cases and serves as a check-and-balance on scope, staffing, and fees.

* Stays abreast of industry advances and explores new vendor offerings to determine the benefit of each to E*TRADE.

Other areas of focus:

* Ensure integrity of vendor management processes and hand-offs at each touch point

* Develop dashboards and analytics

* Monitor costs, quality and effectiveness of the services while driving continuous improvement

* Coordinate and facilitate ongoing vendor performance reviews

* Coordinate compliance and audit activities with service providers and facilitate observation follow up

* Define outsourced vendor and contractor (staff augmentation) resource provisioning, on-boarding and off boarding processes



* Vendor management experience

* Strong organization management, budgeting, business case development, and development of managers/team leaders required.

* In-depth knowledge and hands-on expertise in defining operational strategies, establishing processes and controls, and successfully leading organization transformations.

o Extensive track record of operational excellence and process financial services expertise.

o Able to demonstrate independence and objectivity.

* Demonstrated strength in effective influencing, negotiation, interpersonal, and communication skills.

* Strong public speaking skills and the ability to interact with people at all levels with an organization.

* Familiarity with primary functions of a FINTECH organization and vendors supporting that group

Bachelor’s Degree required Master’s Degree preferred in Finance, Accounting or Management.
